[CTPP] Criteria for Establishing TAZs

Harry--You may be jumping the gun.  As far as the creation of TAZs the 
only decision that has been made so far by the AASHTO CTPP Oversight 
Board is that TAZs for census data will be developed sometime during the 
summer of 2011 after the 2010 Census is conducted.  Please be assured 
that as the process and criteria are developed that information will be 
made widely available.
