[CTPP] RE: Memo to Census Bureau regarding delineation business

Thank you for the opportunity to respond to the TAZ Delineation Business Rules (draft). The document seemed quite clear to me. Consequently I have no comments but do have two questions for clarification.
1) In section III G: It states, "Each MPO will be asked to identify the counties within their area of jurisdiction." Does the "area of jurisdiction" refer to all the counties in which the MPO is designing a TAZ system OR to the MPO's legal planning jurisdiction? The Metropolitan Council plans for seven (7) counties but has in the past developed TAZs for 21 counties. In either event, we will be working out the details with the Minnesota DOT.
2) For clarification, in section IV A (software overview): I am assuming that IF our agency does NOT select any of the layers being provided by the software, we can automatically use Census blocks (as identified in section III K.) to create the TAZ boundaries. This may be splitting hairs, so to speak, for I interpreted the statement, "If neither layer is selected" to refer to the three layers identified just above that comment. Technically, "neither" indicates TWO items, so I wanted to be certain of my understanding.

The Census Bureau asked us to refine this document to help them with their software development effort. There was a three step process and this is step two. Step three will be the formal version of the attached memo, due to Census Bureau in early 2010. At this time we are seeking input on this memo for the formal version.
