the “area of jurisdiction” refer to all the counties in which the
MPO is designing a TAZ system OR to the MPO’s legal planning jurisdiction?
The Metropolitan Council plans for seven (7) counties but has in the past developed
TAZs for 21 counties. In either event, we will be working out the details
with the Minnesota DOT.<o:p></o:p></span></font></p>

III K.) to create the TAZ boundaries. This may be splitting hairs, so to
speak, for I interpreted the statement, “If neither layer is selected”
to refer to the three layers identified just above that comment.
Technically, “neither” indicates TWO items, so I wanted to be
certain of my understanding.<o:p></o:p></span></font></p>
